Independent state of Kosova is built upon the ruins of an authoritarian system and major consequences of the war. Consequently, the Kosovar society, from the war to the present day, has suffered and is suffering from these double consequences. On the one hand, on a research after the war, it is shown that the authoritarian leadership has become stronger. Second, the reduce or elimination of the consequences by Kosova leadership is made due to the installment of the political party administration which has degraded the notion of democracy to that extent that in the last local elections in Kosovo a number of voters in turnout was about 30% of the electorate. The loss of confidence in the Kosovar leadership can go further, despite some symbolic measures that are being taken to eliminate irregularities and manipulations which were evident from last elections, even though many of expected electoral reforms have failed for the lack of political will of the main factors. So, if the approach of Kosovo leadership doesn’t change radically towards the electoral process, then we will talk more about the oligarchic processes, instead of the promoted democracy. The freedom, fairness and regular elections, show the bolter of democracy. If the elections will be manipulated as it has happened so far, on the time that they are often considered as an example for the region, then we will not have a democratic and legal state in Kosova but, even the concept for democracy will be in a great danger by Kosova leadership.
